The recycling workers from various parts of the US decided to organize a convention in Oakland to address the problems that they face while recycling. According to the recycling workers, all the states in the US are aiming to become zero waste zones. But they are not concerned about the working conditions of the recycling workers. Recycling programs have received a good response from the residents, so the waste disposed at the recycling centers in the US has increased over a period of time, but the facilities provided to the recycling workers have not improved.
The Problems Faced by the Recycling Workers
According to a waste coordinator from Sierra Club, Ruth Abbe, the recycling jobs in various US states have increased substantially in the past few years, and they are slowly replacing the safer job options provided by the garbage industry. Abbe stated that recycling centers are negligent towards the needs of their employees, and only the recycling truck drivers are satisfied with their jobs. The workers who have to segregate the waste at the recycling facilities go through a tough time. Abbe stated that the workers want to participate in recycling activities. However, they feel that their jobs at the landfills were better than the ones at the recycling centers.
An Initiative to Promote Eco-Friendly Promotional Items and Recycling Workers' Rights
In order to address the problems faced by the recycling workers, environmental organizations, recycling workers from various regions, and some community organizations organized a convention in Oakland. During the convention, the workers announced that they are going to launch a campaign across the US, known as the Campaign for Sustainable Recycling.
According to a recycling worker, Josefa Solano, all the recycling workers face similar problems. He stated that the recycling workers are treated in a disrespectful manner. Furthermore, they work in dangerous conditions, and receive awful compensation for their work. So the workers are appalled by the fact that they are treated with disrespect even when they play a crucial role in encouraging the production and use of eco friendly promotional items within the society.
Abbe stated that if the state authorities improve the working conditions and wages of the recycling workers, they will be able to achieve their environmental goals easily. In her opinion, the workers want to be a part of eco-friendly initiatives, and they want their respective regions to be zero waste areas. But they need to support their families as well. So the state authorities need to treat them in a better manner, or else the former will have to find alternative ways to address the issue of waste management in their respective regions.

To increase the recycling rates in Carlsbad, an organization named Rainbow Recycling has been conducting eco-friendly operations in the city for over 22 years now. The present head of the organization, Mary Garwood, stated that the city has made a lot of progress in the past few years, and she is hoping that in the near future the city will have high recycling rates.
Rainbow Recycling – Promoting Greener Lifestyles With Eco-Friendly Grocery Bags
Currently, this organization recycles close to 600 tons of waste everyday. According to Sylvia Schneider, the Coordinator for the Solid Waste Management system in the city, the entire city has close to 157 blue recycling bins, and 700 curbside waste bins that need to be emptied at least once a week. But there is just one recycling truck that does multiple rounds during the day to empty these bins.
Once the trucks collect the waste, they drop it off at the Rainbow Recycling facility. The waste is disposed on the floor of the recycling center where five employees sort the waste using their hands, and then clean the space once the waste is segregated. According to Garwood, the employees at the recycling facility have been receiving more waste materials from the past two months, which suggests that the residents in the city are recycling more.
Additionally, only 10 percent of the waste that is collected at the center is found to be non-recyclable in nature. This indicates that the residents are aware of the materials that can be recycled. Nonetheless, Garwood wants to educate the residents on various waste segregation methods, as she doesn't want the residents to dispose medical waste and diapers at their recycling units.

Apart from educating the residents on waste segregation, the officials from Rainbow Recycling are also encouraging residents in Carlsbad city to use eco-friendly grocery bags. According to the officials, plastic waste is one component that can't be recycled easily, and so they want to make attempts to reduce the number of plastic bags being circulated within the city.
Garwood states that she constantly tries to educate the residents on the benefits of recycling. She feels that the residents are aware of the recycling activities in the city; however, a few of the residents don't recycle in the right way. This is the primary reason as to why the recycling center receives non-recyclable materials at times. So she and her team are going to take initiatives to educate the residents on the appropriate methods of recycling.
Municipalities in Berks County Encourage Recycling and Eco-Friendly Bags

Six municipalities in Berks County are gearing up to share the recycling grants given by the state, in order to develop the present recycling systems in their regions. Berks County falls under the state of Pennsylvania, and the Pennsylvania state authorities are giving the county officials one million dollars to improve their existing recycling programs.
Grants for the Municipalities in Berks County
On the 9th of February, 2013, the Department of Environment Protection in the state announced that it will award approximately $17.8 million to 131 counties and municipalities in the state of Pennsylvania. In Berks County, the municipalities that will receive the grants are Reading, Lower Heidelberg Township, Muhlenberg Township, Heidelberg Township, Maxatawny Township, and Kenhorst.
Reading is expected to receive $250,000, Lower Heidelberg Township will receive $241,758, Muhlenberg Township will get $242,118, Heidelberg Township will receive $32,069, Maxatawny Township will get $247,500, while Kenhorst is expected to receive $49,765. According to Mike Krancer, the Secretary of the Department of Environment Protection, recycling will eventually help in improving the economy of the state by restoring the natural resources in the region. Therefore, the state authorities are making efforts to promote recycling among the residents.
According to Krancer, the Department of Environment Protection is always willing to invest in activities that promote eco-friendly behavior among the people. All the counties and municipalities that are a part of this grant program will be allowed to claim 90 percent of the costs incurred in the approved recycling program. In addition to this, the regions that have been identified as Financial Distressed Communities will be allowed to make 100 percent claims.
Berks County Promote Eco-Friendly Bags Among the Municipalities and Communities
Along with giving grants to the communities and counties for their recycling programs, the officials from the Department of Environment Protection are promoting eco-friendly bags among the residents of these regions. According to the officials, if the residents in these localities switch to using eco friendly bags, the litter level in these regions will reduce. So the authorities will be able to formulate better recycling programs in these regions.
The grants that are being issued by the department will be used to better the recycling processing units, to develop compost operating units, to improve the recycling vehicles, and to formulate web-based programs to monitor activities related to recycling. Some regions are also going to use these grants to develop educational materials so as to encourage recycling among the residents.

The Concerns of the Retailers in Corvallis
Many retailers within the city of Corvallis have voiced their concerns with regard to the ban. According to one of the local retailers, Susan McMahon, the fact that retailers have to charge the customers an additional 5 cents for a paper bag has cost her approximately $5,000. McMahon has a lingerie store named Donna Bella in Corvallis for over seven years now. McMahon stated that she has been using glossy black paper bags for her store for a long period of time, and these bags endorse her brand. According to her, the customers of the store use these bags repeatedly; however, with the new bag policy in place, she will have to charge her customers for using these bags.
In addition to this, the bags that McMahon's store uses do not comply with the three conditions that have been mentioned in the ordinance. According to the ordinance, the paper bags that the stores use need to be completely recyclable, they should have the capacity to compost, and at least 40 percent of the bag should be made using post-consumer recycled content.
Since McMahon's store bags don't comply with these criteria, she had to cancel her order of bags. She spent close to $5,000 on this order and now her money has gone to waste. Furthermore, she states that the new bags will not reflect her brand the way these custom bags did.
Corvallis City Council Listens to the Concerns Related to Custom Reusable Shopping Bag
The primary reason as to why the city council kept a 6 month gap between implementing this ban on big stores and small businesses was to understand the problems with the ordinance. The city council in Normal is trying to reduce the waste in its landfills, and recycle as much as possible. Statistically, close to 3,300 tons of bulky waste are disposed into landfills in Normal every year. Therefore, the city council has signed a contract with Henson Disposal of Bloomington to try and curb the quantity of waste deposited in their landfills. This contract is valid for one year's time. In addition to this, the city council is going to extend its existing one year contract with the Republic Services of Bloomington. The Republic Services of Bloomington collects the entire waste from the city at present.
The Partnership Between the City Council and Henson With Custom Reusable Bags
According to Mark Peterson, the City Manager of Normal, the idea to partner with Henson was proposed by the Republic Services. The city council accepted this idea instantly as it has been worried about the problem of waste disposal for a long period of time. Peterson stated that the council is trying to generate enough money for the new contract, and the fact that Henson's rates are lower than Republic Services is working well for them.
At present, the town pays approximately $43.15 for every ton of waste that is taken by the Republic Services. In 2012, the town disposed close to 12,000 tons of waste. With the new contract in place, the city council will have to pay around $44.44 to Henson for every ton of waste they transfer to the latter for disposal. This will help the council save up on $8,000 annually. Furthermore, it will also help the city in their recycling efforts. This is the reason as to why the council has accepted this new contract without any hesitations.
As a matter of fact, looking at the feasibility of this contract, Jim Karch, the Bloomington Public Works Director stated that Bloomington is also thinking of signing a similar arrangement with Henson. If these companies collaborate, they are going to make efforts to recycle sinks, toilets, and other bulky wastes by crushing them. Additionally, this collaboration might help in recycling electronic appliances such as refrigerators.
The City Council Also Promotes Custom Reusable Bags
The city council is also requesting the residents to use their recyclables to make their own custom reusable grocery bags. The council feels that if the residents start recycling at home, they will be able to reduce their domestic waste production to a large extent. In order to ban plastic bags all over California, Marc Levine, an assemblyman has introduced a legislation in the legislative house of the state. Currently, many cities and counties in California have already banned the usage of such bags within their premises. However, Levine is hoping that the entire state will have a common law on this matter.
The Legislation Follows a 2011 Custom Printed Recycled Bags Bill
A similar bill was proposed by Julia Brownley, earlier in 2011. This bill was called the Assembly Bill 298. It was not approved by the legislative house because it faced a lot of opposition from the manufacturers of plastic bags and various store owners. This year, Levine has reworked this bill and introduced it in the legislative house again.
According to Levine, if the residents continue to use plastic bags, they would be ignoring the impact that they have on the environment. He stated that there is significant evidence to prove that plastic bags harm the environment, especially the marine eco-cultures, which is the primary reason as to why they should be banned in California.
Levine adds that the residents have many reasonable alternatives to using plastic bags. It will be easy for them to switch to reusable bags or custom printed recycled bags. Reusable bags are easier to recycle and would save the residents time in recycling paper bags.
Experts Against the Use of Custom Printed Recycled Bags
Even though Levine is stressing on the positive impacts that this legislation will have in the state of California, plastic bag manufacturers and a group of retailers are staunchly against it. According to experts, the marine ecosystem in the region is being adversely affected by the litter production in the region, and not particularly plastic bags. Therefore, banning plastic bags will not solve this problem.
In addition to this, many reports have suggested that reusable bags can be prone to bacterial infection, which may cause foodborne diseases to their users. Keeping in mind the fact that these bags can have derogatory effects on the health of the residents, experts feel that the government should not make their usage compulsory. Instead, experts propose that the government should develop better recycling units, and try to fix the existing problems.
Furthermore, according to the organization, Californians Against Waste, around 16 percent of the state has a ban on the usage of plastic bags. If a few more regions come under this policy, the problem of plastic waste will be solved in the state. So there is no requirement for a state wide ban.
